If you mean that you want to remove vectors with zero velocity, you can use the Threshold filter to remove vectors with zero velocity. Here, the threshold filter targets scalar values, so if you do not have the magnitude of the velocity vector as a scalar value, you will need to create it, e.g. with a Calculator filter.
