You can get a similar effect with the Stream Tracer filter using a line source as the seed type. The Stream Tracer is documented in The ParaView Guide (Help -> ParaView Guide) in Section 5.8.3 of the current version (for ParaView 5.6).
Technically, smoke in a wind tunnel produces an effect typically called a streak line whereas the Stream Tracer filter technically creates stream lines. However, in a steady state field the two are the same.
