There is no particles in this file ?
In the first time step ie., 0.5 there is no particles in the rest, yes. as the solver that generated the particles used as beginning the time step 0.5.
There seem to be indeed a bug with the definition of the timesteps in the OpenFOAM reader, I managed to work around it by saving the particles in another temporal format first:
