Is there an assumption that every issue gets a triage tag?

I think so, thats a way to show that an issue has been acknowledged by the maintainers and is not just “out there” and ignored.
I think there are other ways to acknowledge that don’t require a triage label such as thanking the reporter, labeling the issue with an area label, confirming an issue, etc. I’m resistant to adding process unless there is a clear case for doing so, so I’d be against codifying a requirement to add triage labels to incoming issues.
That said, an area:infrastructure or area:ci label for the issue in my original post seems like a perfectly fine thing to add.
of course, adding “areas” is perfectly fine.
But a clear case for having a systematic triage is to easily identify issue that have not been triaged.
